I don't live anywhere near West Virginia (Upstate NY) but I would not plant
those sibs. I would pot then in 1 gallon pots and put in a site free of the
hottest sun of the day. You will find a place and a good day in a few weeks
and not drive yourself crazy trying to water and cover new plants that have
been in a package.
Potting sibs and planting later works very well here. In fact, it works
better than planting out if you do not have too many of them.
I also make divisions now and pot the divisions for later siting. I don't
wait for after bloom as that is much less successful than doing it upon
emergence of the shoots. A bit unorthodox but if you have to wait two or
three years for a clump to recover what is the loss of one year of bloom.
Whatever is written about Siberians, I have never found that they transplant
easily.
