I have found here in Zone 6-7, that beardless seedlings tend NOT to go
dormant during their first winter. Siberian seedlings reliably bloom
after their first winter, usually with two bloomstalks, while my
Japanese seedlings bloom at about 80% with one bloomstalk. The Japanese
seedlings that do not bloom the first year tend to continue growing
through the second winter.
I think your observations are typical of a juvenile beardless seedling.
It is always exciting to see the flowers of new seedlings. I hope they
are dynamite!
