Snails?
Treatment is slow. It takes them a while to get to the bait. Check the shaded 
ground around the plants. That's where they usually spend daylight hours.

As a point in passing, I have difficulty with the critters eatin' the cross 
info from the string tags I use if I write on the finished side of the tags.
