Time out

Does anyone else have the same problem as me.Some of my Siberians have been fantastic this year ,while others had no flower at all.They have all been treated with mulch earlier and  lots of TLC. Plenty of green leaves,but no flowers.The ones without flowers had good bloom last year ,so what's the problem.Are they taking time out for a rest and hopefully rebloom next year. Perhaps they need dividing.Any theories?
