I'm guessing Tamberg slices the end off to allow moisture to enter the seed more rapidly.

I've been proven to be a danger with razor blades, so I do virtually the same thing by lightly sanding the seed coat. Thinning the coat in places allows moisture better access to the interior of the seed.
