I have never observed snaky stalks until this year and they were only on old
established clumps down at the pond.  this has also been a particularly lush
year for sibs but it never occured to me that there might be a connection.  I
chalk a lot up to Mother Nature's whimsy.  For example--I have several old tbs
in a couple of beds in a shady berm.  they never bloom.  this year dozens of
them have opened and have had a long bloom period.  Also, sibs that bloomed for
me last season for the first time are not blooming this season.
