I know that bringing plants into California requires more documentation than
the other states. I was present at a rock garden society meeting about ten
days ago where this was being discussed. This group usually is interested in
seed rather than plants but the 12 plant quota was the topic. Rock garden
groups do a lot of plant hunting and swapping. A quick search gives this

You may research if you wish as it is lengthy to read. Plants are brought to
this group via this method from time to time. I do not know why 12 is the
number rather than 13 but it is the understanding and I have know this for
years. A search on Google or Allthe web would have turned up your
information just as quickly as I did.
