Many of my Siberians are blooming short also. Like you we have had practically no
rain in April or May, but we had a similar situation 3 years ago and the
established Siberians grew quite well. We did have severe summer drought both in
1997 and 1998, but I watered to compensate, so I don't think it can be blamed on
last year's growing condition. The other factor that I have considered is the
incredibly mild winter that we had in the Mid Atlantic states. I had both
Clematis admandii and Michelia figo bloom this spring without winter protection,
so it was more like a Zone 8 winter. My brother who lives in Zone 8 grows a few
Siberians. Most of his routinely bloom short. So far, 'Teal Velvet' and
'Harpswell Haze' and 'Frosted Rim' are the only ones that have approached their
normal height for me.
