Quiescence disturbed..

I'm a subscriber/lurker, but not very knowledgeable about sibs culture. Have a few nice clumps, but many more small starters. Questions: Can I move these small clumps now if I can did the whole shootin' match? I'm still unfrosted, and ground almost never freezes here.  Is Zone 8a a little on the warm side for most sibs?
