I thinks Harold is referring to the fact that Siberians are only available here in No CA when they are in bloom. Therefore a landscaper doing a job in summer, fall or even early spring could not find theses plants commercially even if he wanted to use them.
The only wholesale commercial supplier I know of is Suncrest Nurseries in Watsonville CA. The plants are nice in 2 gallon pots but the selection is limited to 4 or 5 varieties. I find here at the nursery I can sell them when they are in bloom, ( along with the PCI's but once the flowers fade they are the ugly ducklings and very hard to move. )
But that's about how it goes with most of our flowering plants.
