I would move them now and allow them to get established in their new spot. I'd
also mulch. I haven't had much success planting siberians past mid-September.
But I'm in zone 4. You don't mention your zone. Chuck Chapman is in zone 5 and
has had good success with planting spurias at the end of September. In fact, he
recommends it.
A third option is to pot them up and sink the pots somewhere protected.
