Welcome back, Stan
You don't have to make excuses, a flowerbed can be a very good way of
encouraging bees, lacewings, hoverflies and other predators to keep down
the insect pests, then you can put your feet up and leave them to work
for you. Next year as soon as the ground is fit, rotovate it about three
times, with intervals to let the weeds germinate, then sow a wildflower,
bee or cottage garden mixture, very thinly, and just rake in lightly. The
simple open flowers are the best. Keep it well watered for about a fortnight,
then just watch. You may be able to save your own seeds from that lot, or the ones that
like you will sow themselves if you let them, but then you will have to
manage them which could be more 'work'.
Regarding your failure, I suspect your seeds were too stale,(had they
been on display all that time or were they outside the shop to get
damp?) or you let them dry out initially.
