It is more difficult to grow things here in so calif in winter than at other
times of the year.  Sometimes things just seem to sit there,  and other times
they take off.  I cant explain it either.  

Where are you sprouting your seeds?  In the ground or in containers?  I have
found I must start in containers esp at this time of year.   The ground is too
cool and damp for reliable germination in december.  And carrots are always
touchy to get to germinate.  I am growing some in containers as someone
suggested earlier on this list.  They look good tho still small.  I am using
large black plastic pots.

I am near santa barbara,  where are you in so calif?  Janet
