I think we're talking about two different things here.
There are pea vines that are intended to primarily produce an edible pod,
and these are best picked when the pod is well-formed but before actual peas
begin to develop.
And, there are edible-pod peas that are designed to be harvested when peas
have formed (although still on the small side) and peas and pod can be eaten
together. "Sugar Snap" peas fit into this group.
