Carrot & Parsnip Germination

Have heard of and tried the "board" method but it did not work, tried a
sand covering, no good, tried making seed tapes of moistened paper
towels, seed germinated but did not survive in garden, our soil is
mostly clay and goes from mud to concrete overnite, what are
"Rootrainers or Tubular Modules"??  Never have tried transplanting
