Pruning weeping cherry

I've cut back branches on my Snofozam weeping cherry when they start
dragging the ground during the growing season. Heading back the
branches results in unattractive twiggy growth but cutting them back
all the way seems a little extreme.
I've been cutting back the the ground-dragging branches by varying the
amount I take off so I don't end up with a "petticoat" at the bottom of
the tree. My gardening books don't seem to offer any enlightenment
about pruning weeping cherries and my web searching hasn't turned up
anything either.
Can anyone offer any advice as to how to prune my cherry or suggest a
book or website that might have directions?
