I don't know where you are, but I am in the
PNW, zone 6b/7 and in 6 years have never had
a seedling.  Cannot comment on if this is
unusual or common.

The thing you really have to watch out for with
this one is the abundance of
fluffy seed heads that quite efficiently are
carried by the wind to every
available square inch of your garden and,
indeed, your whole neighborhood.
The key to controlling it is to not let it go to
