Yes, but it gets the overspill from daily watering of pots along the edge
of the walk, so it gets plenty of water.   I think there's a vast
difference between a plant tolerating "wet feet" and wanting moist soil. 
To me, "wet feet" means soil that does not drain well so it stays soggy and
most plants don't like that, even if they want continual moisture (like
rhodies and azaleas).  So, what I'm trying to say is I don't think this
would be all that happy in a really dry site without supplemental water.

I think that's your basic problem.  Its dying back to the ground each year.
 Most woody plants need to have a certain amount of mass before they will
bloom and your vine can't create the needed amount in one season.  My best
guess, anyway:-)
