I think the Clinton Administration earlier through an executive order banned
the use of non-native plant material in projects funded by federal tax money
ie landscaping new federal buidings etc. The order was so vague that some
people interpreted it to mean a ban on any plant species not native to the
United States, which meant banning lilac, yew, and viburnum species.

I hope any ban is sensible ( I agree that some foreign intruders have been a
real problem ie some lythrum species). However I had an arguement one time
with someone who supported the complete ban on lythrum, including such
varieties as "Mordon's Pink" which for all intents and purposes is sterile. I
have a clump of "Mordon' Pink for ten years and during that time have only
noticed one or two volunteers. The person argued that it seeded heavily like
the other lythrum. Another pest can be the Rose of Sharon , but there are very
few offspring of the sterile triploid varieties. I hope its a ban which is
sensible with input from all, not just some over-zealous bureaucrat.
