From what I've read the power company doesn't currently offer this
option, but the local 'anti-power company organization' appears to be
doing exactly what you suggested...  

I found out that there's a meeting Thursday night at the Civic Center to
talk about this very issue, so I guess I'll find out what's going on.  

So if worst comes to worst, what can they do to me if I stand on my 
property wielding a baseball bat and don't allow the workers to come on?
