What about 

-Viburnum opulus 'Nanum - 1-2' tall by 1-4' wide; 5' max (rarely
flowers but if it does, the are white).

-Ribes alpinum 'Green Mound - 2-3' tall by 2-3' wide

-One of the dwarf form barberries, like:
    Berberis thunbergii 'Crimson pygmy'  - 1.5-2' tall by 2.5-3' wide
purple foliage
    Berberis thunbergii 'Kobold' - 2-2.5' tall by 2-2.5' wide - green
foliage
    Berberis thunbergii 'Aurea' - 3-4' tall by 3-4' wide - gold
foliage; colors best in sun

All three of these barberries have about the same habit as this
image.  All barberries make the most interesting tiny flowers, but
they are quite thorny.

-Chamaecyparis obtusa 'Nana - 3' tall by 3-5' wide - slow grower,
evergreen.

-Ilex crenata 'Helleri' - no flowers - ultimately 5' x 5', but that
takes quite a few years.  I'm personally very fond of this holly -
evergreen with a mounding habit.  Does not require pruning, although
I nip mine back here and there to keep a neat mound as they sometimes
stick a branch or two out farther than I want them to for my
purposes.  Branches mound to the ground, so it wouldn't answer your
clear up 10" requirement, but quite lovely, undemanding shrub.
