When to move rose bush

Can anyone on the list advise me as to the best time of year to move
an established rose bush?

I don't know the identity of the bush in question, it came with the
place. It has single flowers, bright pink with white at the center,
and is in bloom now. It was originally planted along the fence
between mine and the neighboring property, but several years ago the
neighboring property was sold, and the lot was resurveyed, which
revealed that the property line was 2 to 3 feet further into the
neighboring property than where the fence was. The new neighbors
built a beautiful new split rail fence on the newly determined
property line. Very nice. But now the rose is about 3 feet away from
the fence. It puts out lovely long arching canes that clearly would
love to drape over the fence, but the fence is too far away, so they
just flop all over the place and stick me in the eye when I come
anywhere near.

I'd like to move it closer to the fence, but I do like it and don't
want to kill it in the process. It was a mature and well established
specimin when I moved in 1o years ago. It may well have been planted
when the house was built in 1948, or soon after.

I'm located in Arlington MA, a zone 6 suburb of Boston, where we are
having a hot, dry summer.

TIA,
