Small tree with exfoliating bark

I need help to identify a tree I have seen here in SE Wisconsin in several locations. Trunk diameter about 6 inches or less. Generally planted as a multi-stemmed shrub. Bark is finely exfoliating (i.e. not in large sheets) and is light grey-brown in color (definitely not white) It's probably one of the beeches or birches.
Does anyone have a picture?
