Hi Don,
I'm not sure I can visualize what you're describing. My first
reaction was Betula nigra 'Little King':

But the bark is creamier and less gray than you probably mean.
About how tall is is the shrub?
Other options that I can think of are:
Acer buergeranum
Acer triflorum
Parrotia persica
Philadelphus coronarius
Syrina reticulata
