Margot, is there any chance the maple tree is grafted? With all the new
growth at the bottom portion of the tree, I tend to think that is what
is happening. Can you tell any differences in the leaf shape or color
to determine if the tree leaves are coming out from the stock?
Otherwise leave the leaves where you want them not where the tree is
growing them. It will be hard to mow under a tree with limbs only a
foot off the ground, especially when the limbs get larger..
