Cotoneaster question



I've had a query via email from someone living in Ireland who has a
large, low growing six  year old Cotoneaster that flowers each spring
and forms fruit, but drops it before it matures.    Shrub is growing
on a north facing slope but gets morning sun.

I can't find any information about this....everything I read seems to
indicate that these shrubs berry regularly in sun or light shade.  

Would like to help this person out, but am clueless here.  Anybody
have any experience with this problem and any clues about why it
should happen every year.  Plant  appears to be in good health
otherwise.
