Pinellia cordata "bulblets"

While growing some seedlings of Pinellia cordata, I noted them developing
some "bulblets" in the upper notch of the leaf, where the petiole attaches.
I was unaware that they did this.  Will they do this in succeeding years as
the leaves increase in size and how should these bulblets be propagated?
