The toxicity of orthene is spelled out on the label:

Upside:
Low toxicity to animals and birds
Biodegradable
Registered for greenhouse use
Downside:
High toxicity to bees and other insects
Phytotoxic, specifically, leaf burn. Several ferns are listed.
It seems the bottom line is, yes, it will deal with scale, but you won't be
taking the plant to a show.
