I thought this "white paper" stuff started under President Kennedy. Perhaps
he was more prescient than we thought.

Many countries do not even have phytosanitary certificate capability.
Mexico is one of the larger countries that do not. A certificate in NZ
costs $90. You can't go through the hoops if there's no resolution at the
end.
