I was able to contact the Bionic glove company, and they have offered pay the tax. 
 
Why I was charged the tax on something I did not import is a mystery to me, but I'm finding lately that Canadian customs will collect tax, even on gifts, and when you appeal, you get nowhere. What is worse is how sneaky they are: in this case, a UPS truck delivered the press release that included the bat, then several days later, a letter arrived from UPS charging me the provincial and federal sales taxes on the item. Yes, $3 is a small charge, but it's the principle of thing: why am I charged taxes on an item I did not import?
 
For my part, I have instructed US friends and relatives to put the words "no commercial value" on their custom declarations when they send any gifts to Canada.
