Lois, although river birch tolerates clay, I find that it bends and breaks easily in icy conditions and also under heavy snow cover. For the conditions you mention, I'd consider planting native Winter King hawthorn (Crataegus viridis 'Winter King') for its multi-season appeal and non-native littleleaf linden (Tilia cordata) (several cultivars exist), For reasons already stated, I'd stay away from tulip poplar.
