Are you advocating the use of drones? They're REALLY pricey. And the neighbors would probably complain.

In PA, to the best of my knowledge, it's illegal to release rodents 
(including groundhogs) on public property, e.g. your local County park, and 
it's illegal to release them on private property
Well, groundhogs are terrorists in my garden. So I guess like terrorists, it 
s wrong to capture them but OK to kill them.
