Diana,
It is relatively easy to root citrus cuttings if you have bottom heat
and a mist propagation system. The strength of the rooting hormone may
vary according the the selection of the propagation material
(semihardwood), time of the year, and the cultivar.
Commercial growers usually use seedling rootstocks and grafting to delay
the decision of cultivar selection so they can respond to market needs
more quickly.
There are specialized dwarf and disease resistant rootstocks which would
be propagated from cuttings and then grafted to the desired cultivars.
I am not aware of any named cultivars being commercially propagated by
cuttings so they could be grown on their own roots. However, this
practice would seem to be acceptable for plants destine to be grown as
indoor container plants.
