       Well..Hi Lichen! My houseplants really don't demand alot of
attention......I put them all (most) on my decks during the summer which
they love and before I bring them back in the house they all get a good
spraying of 'insectasidel soap' (my spelling stinks...sorry:-{ )  Your
Mom's lemon tree probably would perk-up and lose that scale by useing the
'I. Soap' if you spray it it's best to hit all it's angles..ie. underside
of leaves and even the top of the soil...I'd put the entire plant (if
possible) in a huge plastic garbage 'baggie'....spray it reeeal well then
quickly close-up the bag and seal it and leave over night......in the
morning remove the baggie and it should feel much better;->
