The 'Therese Bugnet' that I have didn't start this suckering stuff until
two or three years ago.  I had the rose about two or three years.  When I
think of invasive, I think of any lysimachia or the horrible weed called
"creeping charlie", or ground ivy.  I wouldn't call this rose invasive --
just prolific.

You'll end up having more than two in your garden, but it just might not be
where you want them to spread.  To give you an idea, I have suckers coming
up in the middle of a very established dianthus patch, in a clump of lamb's
ear (how it managed THAT, I'll never know), near some iris (I guess even IT
couldn't penetrate the tubers), right beside my concrete driveway, in the
middle of another rugosa (a red one I lost the tag on), etc etc.

This sort of suckering makes it difficult for me to prune it back,
considering that uprooting it would cause damage to surrounding perennials.
I cut them off at ground level, but they ended up growing right back.

Anyway, it depends on your frame of mind.  I thought it was charming until
she started asserting herself onto others.  Since you're trying to hide a
fence like I was (a chain link one), you will be happy by this habit of
hers.  It will start slowly, then take off in subsequent years.  At least
this has been the case for me with the last two winters being extremely
mild (no ground freeze at all).

By the way, I only have had 'Hansa' for two years.  It hasn't shown this
sort of behavor.  Yet.   I don't have the other rose you named.
