Plant in the late afternoon or evening.  And water the plant in well,
it will have all night to soak up water and "move in".  If you having
high heat and very intense sun you may with to consider covering it
with something like remay for a few days.  This shades the plant and
makes it a little cooler at first.  Now if you happen to have the
occassional
cool cloudy day, you can plant at anytime on those days.

By the time the plant droops you have probably waited too long.
What the surface feels like does not matter but what it is like
4-6 inches down does.  How often to water depends on your
climate, soil, drainage, how much organic matter in the soil,
wether or not you have a layer of compost or mulch on top,
etc.  Here in Nebraska in my much amended raised beds
I water once a week, during hot weather (July August) I water
every 3 days or so.  I water lightly (soaker hose or one of those
automatic fan sprinklers) for several hours to water deeply.

For my containers on posts out in the sunshine, I have to water
them every day in hot weather.
