Preen is a additive that is sold at Agway et-al and applied prior to planting right after tilling the soil. It was originally used around landscaping, but has recently been extended to vegetables. As to the device you saw, I've seen it called the Garden Weasel. Not sure how effective it would be in tight spaces. I have seen it used along long rows of plants and in between individual plants in those rows.
