Dog manure may contain parasites; I would consult your veterinarian with a
stool sample and questions.
My understanding is that such soil is verboten for root crops and leaf
crops, but can be used for fruit that is held high enough off the soil to be
free of contamination.
Techniques like solarization and hot composting can, if done with a high
degree of rigor, reach the necessary temps to kill the pathogens.
Solarization where you are will only be effective in full summertime, and to
get a hot compost going you will need a few cubic yards of something like
fresh horse manure, or a good mix of leaves and grass clippings, etc....you
would add the soil into the hot heart of the pile in thin layers, and
monitor temps with a thermometer (you want > 140 F for a good solid week).
If all this sounds too laborious, I'd say grow flowers and perhaps tomatoes
and corn, eggplants, and stuff like that, in the problem area, and create a
new bed for your leaf and root veggies using a clean source of soil (Melsoil
is good for this).
