I haven't tried tires with potatoes, but have a few in my garden - one
keeps my comfrey at bay and the other has a rhubarb growing in it.  They've
been there a long time and there used to be others but I pulled them out.
I don't think I'd use tires now, there are alternatives ... like cardboard
boxes, opened on the ends and stacked as needed.  Cardboard breaks down and
can be incorporated into he soil.  I'm leery of tires ... although some have
said they don't leech any harmful compounds I'm still uneasy about using
them in a vegetable garden.  The other thing I noticed when I pulled some
out of my garden is that they really trap soil inside themselves ... which
I found kind of a nuisance.  My 2¢ worth anyway ...

About potatoes - some of keys to a good crop are good soil fertility and
tilth, a pH in the 4.5-5.5 range and constant, even moisture.  Mulching
heavily keeps the near-surface growing spuds from turning green and
encourages more spuds to form on roots that may grow from the covered stem,
besides helping to keep the soil moisture even.
