I understand and appreciate your concern regarding the hazards of using
electric fencing near a residential area. At the same time, I think that
your points merit a short rebuttal.  I've been around these fences for 46
years. As with any tool, their effectiveness varies with the application and
with the circumstances under which they are used. Currently I'm nursing a
thumb that I split open 8 stitches worth while tightening a mower blade.
Our home is filled with electrical outlets and devices that most definitely
can be lethal to children or pets. And the next time you drive down a
highway, you might consider what will happen if the car next to you moves
two feet the wrong way.  Modern technology of any sort demands respect, just
as our grandparents had to master the technology available to them.
Personally, I modified how I change mower blades, I continue to use
electricity and autos, and my electric fence continues to safely scare the
heck out of critters and my dogs when they get too close to our garden.

BTW, if you notice my name, you can understand why "To err is Huhman...."
