I had cats and dogs getting into my raised beds too.  I didn't want a
permanent fence and can't stand messing with chicken wire so I surrounded my
beds with plastic fencing I bought at Walmart.  It's a 3'X50' roll by
Gardeneer. (I just zip-tied it to 1" X 5' stakes, it only took about 30
minutes to install with a 10y/o helping me).  I really did this to keep out
dogs but because it's so flimsy cats can't jump on it to get into the garden
and now they are staying out!
It was cheaper than any other fencing too, about $10 per roll; it's
temporary and it doesn't look bad either.

If that's not an option you could put bird netting over your beds loosely
until the plants get bigger.  I've also heard of people planting catnip in
another area of their yard to attract the cats away from their garden.

I didn't use any of the chemical stuff because of the warnings on the
label...I figured if they had to warn us it wasn't good around my
vegetables.
