Sage is a perennial mint and gets quite large. 24", or 1 per 4 sqft.

T. erecta (the big kind), 12", or 1 per sqft.
T. patula (French), Mel uses 6", but the plant will also fill out 12".

Arugula, no more than 1 per sqft. It will spread out to cover 4 sqft if
given the chance.
