SQFT-Plastic Wrap & Cells

Delurking briefly:

This is the first year I'm trying some veggies and flowers from seed.  I did
a few cell packs because I couldn't wait any longer for the weather to
improve.  I covered each with some plastic wrap and secured it with an
elastic.  My question is:  When the first shoots start to emerge, do I remove
the plastic wrap?  If I leave it, when do I remove it?
