I've used fish/seaweed(kelp) in my garden for years and have never had racoon, cat, dog, coyote, bear or cougar or any other local creature show any interest at all. They're more interested in the groady cream cheese in the compost pile (I'll never do that again!). That said, your mileage may vary. I fertilize when I think my crop will benefit from it. When in containers which get leached of nutrients (nitrogen especially) by frequent watering, when transplanting to stimulate new root growth, when plants are growing exceeding fast during hot weather. Certainly not all the time and never without reason.
