Sounds like aphids to me, you can mix up some household dish soap, lemon
scented if possible, a teaspoon to a quart of water, and wash them off. Or
get some fruit tree spray, a combination of 4 chemicals, that take care of
most garden pests, mix according to directions and spray. I'm non organic and
I use the fruit tree spray on my roses as well as the rest of my garden.
