C'mon guys, it ain't that hard...
Take a piece of more or less level land, with bumps and twists....run an
evil rototiller through it to break it all up into loose soil (maybe cut out
the sod with a sod cutter before).
Take a rake and rake it level. If you need a reference set up a line with a
spirit level to guide you, but frankly this ain't the Great Pyramid so
eyeball level oughtta be OK...
Or a pan of water....
The key in leveling loose soil is to rake it even and then pack it down
even, filling in any low spots as you go.
Alternatively, cut out the sod and take a spirit level out there and see how
far from level you are, and just dig out with the appropriate tool, until
you have a level area to lay the blocks.
Lots of our ancestors and predecessors in this hemisphere and others built
amazing structures like terraces and canals and stuff, so we should be able
to do tolerably well with cinder blocks making sq ft gardens....
Frank--he's levelling with you here---and agrees that backfilling with sand
or even fine gravel will facilitate leveling
