I used to do about the same thing (I do deep mulch now) and didn't seem
to have a problem with it. I organized it a little more by digging out a
full cubic foot of the garden and filling it back up with kitchen scraps
and the original soil. I found that the worms took care of it in a few
weeks no matter how much I put in. I planted right over such a square
without tilling it and never had a problem.
