New garden

I just moved into a new house and will be putting in a garden. The place
where I think my raised beds will go currently has an assortment of weeds
termed "grass," a bunch of ivy, and the roots from an apple tree my husband
just chopped down. Can I just plop the beds down on it? Do I have to dig it
all out? Do I have to rototill first? Can I just rototill it all in,
including the ivy? Rototill the weeds/grass but dig the ivy? Do I need to
do anything about the roots from the apple tree? I know I have to do at
least a little with the apple tree since its stump is sitting in the middle
of where I want one of the blocks to go!

For the raised beds I am thinking about doing two 2x10's stacked on top of
each other for a 20" deep bed, then cap the top with a 2x6 for sitting on.
Thoughts on pressure-treated versus redwood?

Another question is how much would you do now (I am near Washington DC and
currently our days have highs in the low 60's), and what, if anything would
you hold off on until spring. Should I build it, get the dirt in, then just
let it sit naked all winter?
