CULT: HOW TO DEAL WITH ROT

I am not sure how to deal with problem. i found some rot on various parts of
the irises.
#1 - had rot at the tip the very end - should i cut it off with a sharp knife
#2 - had rot under layers and layers of old wrapped leaves (the part that
wraps around the rhizone that get buried under the ground) - should i peel
those layers off down the the creamy white area and scrap it clean?
Do I then soak them all it in the clorox/ water solution? And then plant it?
