Yes, Margie, you are right on both.  This summer I have had better luck
with antibacterial soap (Dial).
 
Soak them first in the 10% Clorox solution; let them dry, then dribble
the soap over them.  That should fix it.

I am not sure how to deal with problem. I found some rot on various
parts of 
the irises.
#1 - had rot at the tip the very end - should I cut it off with a sharp
knife

#2 - had rot under layers and layers of old wrapped leaves (the part
that 
wraps around the rhizome that get buried under the ground) - should I
peel 
those layers off down the the creamy white area and scrap it clean?

Do I then soak them all it in the clorox/ water solution? And then plant
it?
